Isn't this against some rent law?

Do they have a lease?. Do they actually pay rent and is their rent current? If so, then yes it is against the law for the landlord to do that.

Not true statement. A landlord must go to housing court and apply for an eviction If granted by the court the mom and daughter would be served and given 30 days to vacate. Someone lied to you
